Boat Docks Built by Smoky Mountain Deck Builders
Smoky Mountain Deck Builders has been building decks and outdoor living spaces in East Tennessee since 2016, and that same craftsmanship goes into every dock we build. Types of Docks We Build
New boat docks
Fixed docks on pilings feel solid underfoot and are built to last. On one recent Watts Bar project near Kingston, our crew set pressure-treated pilings roughly seven feet below the lake bed into undisturbed soil. Floating docks rise and fall with the water and suit spots where lake levels swing through the seasons. We’ll help you choose based on your water depth, shoreline and how you use the lake.
Covered docks and boat slips
A roof keeps sun and weather off your boat and gives you a shady place to relax. We’ve built covered docks with shingled roofs that match the home, added roof sections sized to match an existing dock roof, and framed slips with boat-lift bunks set up for the owners’ own boats.
Gangways and walkways
A safe, sturdy path from shore to dock matters as much as the dock itself. We build gangways on concrete footers with handrails and gates, and we rebuild tired gangways with new framing and shoreline posts.
Dock re-decking and repairs
If your dock’s frame is sound but the boards are worn, re-decking is a great upgrade. We re-deck docks, finger piers and headpiers with low-maintenance composite decking or pressure-treated wood, and we can pair a re-deck with new composite decking on your house deck, like the TimberTech project we completed alongside a Knoxville re-dock.

TVA Section 26a Permits: We Handle Them for You
On TVA reservoirs, Section 26a of the TVA Act requires TVA approval before you build docks, piers, boathouses and similar structures along the shoreline. It’s a real process, and it’s one of the main reasons homeowners choose an experienced dock builder. Smoky Mountain Deck Builders prepares and submits the 26a application for your project and works with TVA through approval. How the TVA process works
- Design first. We finalize your dock layout and drawings before submitting, because changes during review can cause delays.
- Application. We submit the 26a application with accurate, dimensioned drawings.
- TVA review. TVA’s own application letters describe four steps: initial review, site inspection, environmental and programmatic review, and project closure, with a typical processing time of about 120 days.
- Approval and build. Construction starts only after all required permits are in hand. TVA permits expire if construction doesn’t begin within 18 months of issuance.
- Dock tag. TVA issues a permit tag that goes on the most lakeward, visible side of the finished dock.
Good to know before you plan
- On TVA-managed residential shoreline, TVA’s rules generally limit docks and other residential water-use facilities to a 1,000-square-foot total footprint, with exceptions for areas of pre-existing development. Site conditions can limit that further.
- TVA also reviews related work such as electrical service, shoreline stabilization, tree removal, water intakes and jet ski ports.
- Other approvals may apply, including county building permits, HOA approval or local agencies like the Tellico Reservoir Development Agency around Tellico Lake.
- Any changes to approved plans need additional TVA review, so we build exactly what was permitted.

Recent Lake Projects
- Kingston, Watts Bar Lake: dock expansion with a new shingled roof section matched to the existing dock roof, composite decking and pilings set deep into undisturbed soil. We prepared the TVA 26a application, and TVA approved it in January 2026.
- Rockwood, Watts Bar Lake: two boat slips framed with pressure-treated dock decking and lift bunks set for the owners’ boats, plus a covered deck rebuild with a vaulted roof, tongue-and-groove ceiling and cable railing.
- Knoxville: new boat dock with a shingled roof, boat lift, piling bumpers, rub rail, cleats and TVA dock plaque, plus a paver patio adjusted for TVA compliance, a new retaining wall and riprap along the shore.
- South Knoxville, Fort Loudoun Lake: covered dock with a shingled roof and a gangway on concrete footers with handrail and gates.
- Knoxville: gangway rebuild with full framing replacement and a new shoreline post, permitted through TVA.
- Maryville: dock finger and headpier re-decked with composite decking, with the TVA permit handled by our team.
- Loudon: new dock, shoreline deck and dock re-deck, backed by an engineer’s letter and TVA permit.
